Spring and fall cleanups are two different jobs.

Spring cleanup is about getting the bed ready to work: last year's dead perennials cut back, winter leaf litter pulled out, weeds that got a head start taken before they seed, edges recut. Do it before you plant or mulch, not after.

Fall cleanup is about not fighting it in March: beds emptied out, spent annuals pulled, perennials cut back where they should be, and leaves cleared before they mat down and smother everything underneath.

Either way the work is the same list — dead and spent growth cut back and removed, leaves and winter litter cleared, weeds pulled including the ones rooted down into rock and old mulch, volunteer saplings taken before they establish, edges recut between bed and lawn, and everything hauled away.

We can mulch and plant the same visit, and most people do, because the bed is already clean and the crew is already there.
